About APBS
A family business that has grown from a building and maintenance firm into a group of three divisions, trusted by housing providers, councils and contractors for more than 25 years.
Our background
APBS was founded in 1999 by Tony Davitt and Colin Allum as a building and maintenance company. Following Colin’s retirement, Tony became sole owner and continues to lead the business as Managing Director. Scaffolding was later established as a division in its own right, led by Anthony Davitt, with dedicated crews, lorries, a yard and a large stock of our own material. An electrical division followed, allowing us to deliver complete projects without relying on outside subcontractors.
Today we work for housing associations, local authorities, public sector framework clients, housebuilders, main contractors and private clients. Our scaffolding teams regularly work across Oxfordshire, Bedfordshire, Northamptonshire, Hertfordshire, Berkshire and Surrey, and the EEM framework now takes us further afield.
Much of our work comes from long standing clients. We have worked with Fairhive Homes for more than 25 years and are in contract with Buckinghamshire Council.

- Social housingResponsive repairs, voids, damp and mould, fire doors and adaptations for housing providers, to schedule of rates contracts and agreed response times.
- ScaffoldingResidential, new build, commercial and heritage scaffolding, including Oxford college buildings, schools, care homes and timber frame developments.

All newsAppointed to the EEM Scaffolding Services Framework
APBS Scaffolding has been appointed to EEM’s Scaffolding Services Framework (EEM0051) on both Lot 1, Midlands coverage, and Lot 2, national coverage. The four year framework opens our scaffolding services to EEM’s public sector members, including councils, housing providers, schools and NHS organisations, well beyond our home counties.
In contract with Buckinghamshire Council
We carry out repairs and void works for Buckinghamshire Council, turning properties around to a lettable standard to the council’s specification and timescales.
Where we are heading
We have grown steadily on the back of long term clients. The next step is to take that further.
Growing the build side
Build & Maintenance is our biggest area for growth. We are taking on new clients, including housing providers, councils, schools, care providers and commercial landlords, for responsive repairs, voids, planned works and adaptations. We are recruiting multi trade operatives, carpenters and plumbers to match.
Taking scaffolding further
With the EEM framework in place, our scaffolding division can now work for public sector clients across the Midlands and nationally, while continuing to grow with housebuilders and main contractors closer to home.
Electrical alongside every trade
Our NAPIT registered electricians increasingly work hand in hand with the build team on voids and refurbishments, and we are building up testing and inspection programmes for landlords and housing providers.
Better systems for our clients
Every job we run is managed in Premier Planner, so clients can see progress, site photos and certificates as the work happens, rather than waiting for a report at the end.
In the community
APBS has supported Florence Nightingale Hospice for many years, and we sponsor a number of local sports teams across Buckinghamshire.
Health and safety
All of our scaffolders are trained and carded through CISRS, from yard staff to senior managers. Every job has its own risk assessment and method statement, and we hold regular toolbox talks with operatives and meetings with clients on site safety.
